As can be seen in the contract, a copy of which herin can be found attached, a debt is owning to the Citadel of 1000 GOLD. SUCH A DEBT shall be paid by all for whose benefit the item was procured and used.
BE IT SO KNOWN that from here out, a tax shall MONTHLY be collected from each such person as does not work the lands or waves, of 3 silver per capita.
Such tax shall be collected until such time as the debt is paid or discharged.
I sat down with somebody who knows their numbers and assuming you can somehow track down fifty people a month in this town full of wanderers and tax evaders it will still be a good five years before we can ever repay that. Apparently something called interest exists too. I hope it doesn't in this case. This is why coin is stupid. Anyway. Can anything be done to speed this up or are we stuck with these pompous assholes for half a decade?

The interest is in the fine print. 2% quarterly. I'm tired and cranky so my memories of such things may be sketchy, but that means 2% of whatever we still owe is added to the bill each quarter year.
So that adds up fast, as you can imagine. It starts at 20 gold a quarter, assuming we haven't paid it down by then. I don't remember if compounded means that interest is calculated on the *whole* of what we owe (so, 1020, in three months if nothing's been paid off by then) but I think so. So, that's upwards of an extra 80 gold a year, and basically we're never getting rid of them.
I'm sure there were other options. I'm sorry I wasn't around to help think of them at the time.

I think people are so focused on the amount that is expected to be repaid that they skimmed the section that details the Citadel's right to protect their beliefs, peruse their mission, and perform activities with the intentions of conversion. And that they may use whatever skills, magic, and enchanted items they may have to pursue their goals.
There is a line, however, where they're really encouraged to try and adhere to local law. Still, they're allowed to wave that should it interfere with their mandate.
If I somehow misread that finely printed and looping section at the beginning, I would very much appreciate everyone who can make me look foolish and paranoid, because I'd much prefer that to what I believe I just read.
