To clarify this rule, players aren't killing blow active for NPCs until level 5, but they are always killing blow active to other PCs, so as long as it was a player kill it's okay. None of our NPCs were delivering killing blows to my knowledge. If you did see an NPC killing blow someone or if it happened to you please shoot me an email.
