I donmt think they are taslking about floor food as much as tarts left on the table that says "Free please take" and one of the six tarts containing an enrage.

We live in a town with spirits, true fae, bandits, and other such mischievous entities. Eating mysterious free tarts is likely just as ill advised as if you found it on the floor. Always check where it came from.
