This contract with the Citadel is entirely unacceptable, and the tax is unrealistic.

If 50 of this towns idiots manage to pay the full 3 silver a month, for the next 10 years, you still would not have paid the dept, and if the same 50 keep paying that same rate, it will literally never reach 0 because of the interest.

The current, most feasible way to deal with the issue is raising the tax to 2 gold a month, this ensures that if at least 50 people pay taxes a month, that the citadel will be back under the law like regular people again in one years time. Till then they are entirely exempt and this puts many of your townsfolk at great risk. 

Your Lady signed a deal selling you all.

Yes, the current tax means that this town will be paying it forever. Raising it makes the day the citadel has to follow the laws come sooner. Should I explain it in more words?

I didn't come to this town to have to pay and adhere to a bunch of stuck up assholes who claim they serve the light but then make shady contracts and force people into situations who only benefit them

Until I know what danger the circles would have put us in and what this relic actually was than I will not comment on whether or not they serve the light. The issue mostly comes from the terrible negotiators in your town being unable to strike a better deal.

Lady Urquart used to charge 2 silver a month and would loan us magic items for her collection and let her use her facilities in return.

2 gold a month in tax is going to be an insane burden for all but a select few.
