So I had an idea for Ralinwood to have a Wood Fae from Melinda who was in training to be a necromancer before she was forced to move (Haven't worked out the details yet) but I have a technical question; Necromancy has to be learned from an NPC and then purchased but is it possible to purchase the skill with frags beforehand and have the PC train it like a normal sphere of magic in the case of Ralinwood where a town isn't even established?

You'll need a teacher, the same as in Jericho. Without telling you too much of the Ralinwood details (we'll be posting in the next week or two with a bunch of info to help people writing backstories) it won't be impossible for you to find a teacher IG.
