A bastard sword swings for 2 different amounts of damage. While holding it with one hand it does 2 points of damage, and while holding it with two hands it does 4. So you are correct. It does not mean that it is two different weapons, the rules are written this way to illustrate that it is much harder to wield a bastard sword with 1 hand than it is 2.
When you are making a bastard sword you will make it to the bastard sword specifications, no matter how you intend to wield it. So you can make it 40-56 inches long, with a blade length of 28-44 inches. it really depends on your preference, and your arm strength. Holding a full length bastard sword in one hand can be VERY tiring.
