The orcs and charming

I'm going to say no it would not be the same. The charm spell itself would befriend the target to the caster. The caster doesn't need to give the target a verbal command before it takes effect. It would be the same with charming an orc except that in addition to a charm it's an enslavement as well.

I would say that the verbal command or non-verbal command part is specific to the enslavement alchemy and not the orc racial.
