I suspect the parchment's ink has run owing to the heavy rains. I assume it originally stated:
The Mages' Guild needs Elemental gems and stones. Please come bring them to Guildmaster Moon Moonfist of the Moon tower, who can be found in Emerald Camp - or to me, Vizier Theo in Emberside. The guild does not have much coin so donations would be nice, however we will pay you if we can or find something we can do for you.
