Character points are used to buy specific skills that you want you character to have. Say you wanted your character to be a medic, or a warrior, you would buy skills that gave you the ability to heal people, or lop their arm off. It really depends on what direction you want to go with your character.
When you are making a character you would choose the Race and Class, and then you would buy skills. Each game you attend will earn you a blanket (a blanket is a lump sum of CP) that you can spend on your character.
Take a look a at Chapters 3 and 4 in the Core Rulebook In Chapter 3 you can view the skills that you can buy with your specific class, and in Chapter 4 you can view all of the skills that are purchasable with CP.
