But da more important ting - dis only be PARTIALLY valid if Ralinwood be fully a part o' da White Raven, an' its laws are in accordance wit dat. Which causes conflicts in da wording.
Let us be assumin' dat Ralinwood is fully signed into the White Raven Alliance. Dat means da Arch Bishop o' da Church o' Light must be in agreement wit dis. It states dat local laws may be breached as necessary. But if dat's da case, then the Citadel be breachin' da laws of the White Raven Alliance, which be requirin' da authority of all the appointed Council seats of the Alliance. Not even da Warden who be visitin' has authority to speak on behalf o' da Arch Bishop. That will only be seen in da hands o' dem high witch hunters.
There be many references to da mandate of the Citadel, but the mandate be never told. A contract cannot be bindin' without da conditions properly defined.
So, in all, it be about the Citadel promotin' dere way of life, to promote da Church of Light, to act in it's best interests, and dat Ralinwood has to accept this, with possible breaches of law.

It also don't establish da terms of the debt. It just be sayin' it be owed. Clarification be needed.
Also I ain't never be hearin' of a position called "Govenar". Also be notin' there ain't no accepting signature of the Citadel, which would need to be a Witch Hunter or da Arch Bishop.
