Arrow safety inquiry

So I'm remaking some old arrows for a friend and once agaian following the instructions pinned at the top of props and costuming and wanted to confirm that 1" of open cell foam is still considered safe? If not will 2" pass? The place i get my foam from sadly doesnt carry 1-1/2" anymore.
IG: A tall slender einher sporting the the blue and green colors of clan Galloglach. Across his back is a large shield and at his side a small smithing hammer and long sword, ready to be drawn at a moments notice.

NOT A MARSHAL!

I've made tons of boffer arrows. As long as they're properly constructed, additional padding at the end can't hurt. I usually use 2" of foam myself.
IG: A young High Elf man. He wears his chain shirt and studded vest under a black tabard with white crossed swords. His longsword and shield hang at his waist. His pointed ears are adorned with metal cuffs.
