Do fingerless gloves typically count as a full value concerning armour points?

We can't judge it until we see it but as a rule it must cover 70 percent of the location to give you armor points.

To receive armour points for your hands (locations 16 & 17), this generally means the entire top part (opposite of the palms), at the very least should be covered in armour.
If the gloves are thick enough and made out of genuine leather, I don't see it being a problem. Remember that it needs to be at least 5oz (2mm thick) leather.
