So, one of the players keeps telling me that for humans, the first two blankets are worth 65 cp, while I insist that after the first, the second becomes 48. He tells me that the shapers told him that the first two are 65. Is this true, or is he mistaken?
I believe he is correct. Humans receive blankets the same way everyone else does. The human cp bonus is always added after the blankets have been applied and don't count towards character level.

When I make a human on the underworld character builder beta 1.512 it gives 65 for the first 2 blankets for a total of 330 at 2 blankets. It occurs to me that the guy making the builder likely knew what he was doing, not that it is without errors or supersedes the rule book, but it would lead be to believe that the first two blankets are indeed worth 65 for humans. I don't know why or if it is correct. Perhaps the 50 bonus cp don't count towards your level, since it is in lieu of an automatic racial.

Your level is based off of CP from applying blankets. The 50 point bonus racial for humans has no calculation in level. All characters progress exactly the same.
