An All Hallows Address: Alchemy, Taxes, Wardens and You - Riven Shadowlight - 10-11-2017

Dear Ralinwood,

I hope you're all well and have been productive in your preparations for Hallows.
There are a few house-keeping details we'd like to address, as your wardens, so you can adapt accordingly in the next couple weeks:

1) Illegal Alchemy
With the new laws, certain alchemy have been deemed illegal. We understand that alchemy is highly expensive and do not wish for our citizens to suffer great losses because something that wasn't illegal, has now become illegal. Over the next month or so, there will be a grace period in which you will be allowed to dispose of your alchemy. However, though the possession of such alchemy may be forgiven, the use of it is still highly illegal and will be punished. If you need advice on how best to dispose of these alchemy in the most cost-effective manner possible, or simply wish to know which alchemy are and are not legal, please seek out Rangor or Hannick. 

2) Taxes and a Census
This month the wardens have the duty of collecting taxes. The collection will begin during the morning of Saturday the 21st. Citizens are required to pay 3 silver while visitors 5 silver. As we are making our rounds, we will be carrying a ledger to document whom has paid for the month, in addition, to documenting whether you are a citizen. Please have your writs on you at all times so as to make this as smooth a process as possible. 

3) Magical Item Registry
With the recent catalyst debacle, the need for such a thing seems evident. This is by no means mandatory; however, if you have unique items that are valuable to you, this is a simple solution that will allow us to ensure your items are returned to you, if they ever become stolen. The way it will work is, like with the tax ledger, we will document your name and the magical items that you wish to register. In addition, we will jot down any distinguishing features such as activation words, physical characteristics, blemishes...whatever we can use to determine its proper ownership. If an item is reported as stolen, we will notify the public and if the item is returned, compensation may be offered as a reward--much like a bounty. This reward may come from the victim themselves or, if possible, the Wardens. I will need to speak with the Regent about this; however, I am not opposed to offering up the silver I am paid for being a Warden in the meantime. 

4) Wardens
As the Wardens who were hired last month were made aware, they are currently in a one month's probationary position. Their performance is constantly being evaluated and whether they will continue on as wardens is being determined. In addition, both the Regent and myself, are keen on the town vetting our wardens. Therefore, I would like to extend an invitation to you, the citizens of Ralinwood, to nominate those whom you wish to take on the position to uphold our laws and protect your rights. We are also encouraging you to critique our current wardens as your criticisms will be taken into account during their evaluations. If you are unhappy with any of our performances we need to know so we can change. The current list of Wardens is as follows:

Sounds like a question for the nobility and the Citadel.
If you want, I can try and set up a meeting with one or the other for you so you can argue your case?

Whichever is more likely to have the time to talk. I'm going to guess that would be the Citadel considering that trying to talk to people at the pavilions is akin to pulling teeth. I have a feeling either party will want the opinion of the other, the Citadel because it is the nobility who issues writs and the nobles because it is the Citadel that is getting the money in the end.

I was hoping to see some kind of plan or organizing to keep people alive.

I suppose hitting us up for taxes is tangentially related.

I mean, paying our taxes on time keeps the Citadel happy and thus deters them from eradicating us? So yes, yes it is.

As far as a plan goes:
-Don't scatter in all directions like dust. Stay as a cohesive unit and stick together--we're stronger in numbers
-Don't push the healers onto the front line. Fighters have shields for a reason and the healers are not them.
-hold the line and stop trampling each other to run away. The monsters don't need help in breaking our bones and killing us

I have questions.

Question 1: If I am a citizen of Duvain am I still considered a visitor?
Question 2: Will you be accepting only coin, or are items acceptable as well. I am unsure about others but I do not have much coin and if I am considered a visitor will be very poor very quickly.
Question 3: What happens if you do not have the coin to pay for taxes? I am poor. Are others poor too?
Question 4: The registry, how will you secure this listing? I imagine it may be dangerous to have a list of all the fantastic special items to get into the wrong hands.
Question 5: Can wardens have a bell put on them?
Question 6: Can you get wardens that do not ignore me when I have questions about the law?
Question 7: Can you fire bad wardens?
Question 8: Can you get a proper answer from the people who make the laws, if spells like Repel are considered assault if the target is not injured?
Question 9: Please fire the bad wardens. Wait that is not a question. Can you please fire Hannick. I think he is racist.

I have answers.

Answer 1: If you are a citizen of Duvain, you are not a visitor.
Answer 2: Coin is easiest. I've been getting this question a lot and will clarify as soon as I am able. But again, coin is easiest.
Answer 3: If you don't have the coin to pay then we can not pay off our debt to the Citadel. And then they may become angry and do Citadel things. And yes, everyone in Ralinwood is poor.
Answer 4: Securing the listing is a top priority as per the reason you just stated. I am still considering how to go about that and am open to suggestions.
Answer 5: They can. However if you are asking for a distinguishing feature for the Wardens, all Wardens will be donning the color blue in their garb to reflect the house colors.
Answer 6, 7, 8, 9: Wardens should not be ignoring you and yes we can fire bad wardens. As stated earlier, we are examining our personnel and deciding whether or not they should continue on or be let go--hence the request for feedback. The matter that you are referring to has been noted and is being taken into account in our evaluations.
